Providing a private institution perspective, Tracy Terrill is the Director of Shepherds College in Union Grove, Wisconsin. Shepherds College offers residential campus and instruction in academics, daily living skills, relationship skills, and vocational training, all in an effort to equip adult students with intellectual disabilities for the pursuit of Appropriate Independence™. Tracy has experience in education management and practice, teaching and learning, and quality assurance.

Mr. Terrill graduated with a Bachelors of Science in Secondary Education from Maranatha Baptist Bible College in Watertown, Wisconsin, and earned a Master of Science in Curriculum and Instruction from the University of Wisconsin. He has participated in team member and chair training and attended several accreditation conferences. Tracy has served as a team member on numerous postsecondary career technical Quality Assurance Review (QAR) site visits, as well as served as a Chair and Lead Evaluator. Mr. Terrill served on the Postsecondary standards committee. Currently, he serves on the North Central Association Commission on Accreditation and School Improvement (NCA CASI) Board of Directors. He is a member of the National Association of Christians in Special Education.
